Dear, these are the EDGE DL/UL Handovers triggered when the UL RX LEV DEGRADES THAN EDGE HO UL RX_LEV THRESHOLD OR THE DL RX LEV DEGRADES THAN THE EDGE HO DL_RX_LEV THRESHOLD, and the Neighbor is selected by inter-cell ho hysteresis settings you have done in per neighbor settings. for details you can study EDGE Handovers in the DOC attached in this thread Handover.rar.
