What is the CQI reported by the user?
How many codes are available for HSDPA? Are any of them used by R99?
Is this the only user in the cell?
Is there enough DL power?
All these play an important role.

I've made a IMSI trace on Huawei UMTS LMT. And i see bandwidth on my test user = 14 Mbps, but this is user uses HSPA+ modem, on cell 64-QAM activated, no limitation on IUB (optic line), no limitation on SIM (21 Mbit in profile).
So, where is limitation? Why i see 14 Mbps not 21???![]()

Have you ever saw LMT Huawei Trace, which has a name DL thrpougput&bandwidth? On this trace you see subscruber real thrpougput and his capability (bandwidth). And my qeastion was about bandwidth, but not about how to rich this value.
A very common reason to reduce HSDPA throughput is the lack of sufficient capacity of the uplink (HSUPA in this case) to transmit TCP ACKs
(unless you did a UDP-based throughput test)
1. UE/ Modem Capablelity
2. Card Capablelity related to HLR
