error 23 on multikey 18.2.3 + windows 7 ,any solution?

After import reg file and run install.bat in multikey packet,the hasp usb driver and hasp driver is installed in device manager.But it will display error 23 :Maybe a hasp4 key connected ? -----It is on windows 7
But the reg file and multikey 18.2.3 works well in windows xp with the same app , why ?

try uninstall hasp drivers and install fresh driver maybe 5.22

mk 18.2.3 do not support 64bit system, can only work with 32 bit version
u can try install mk0.18.0.3 if ur target dongle is not ulp, I have attached it here install 64 version of it
