Correction, It should be CGI (Cell Global Identity) or Global Cell Identity.

Cell Global Identity (CGI) is a standard identifier for mobile phones cells, providing means to geographically locate connected mobile phones. There is a series of related technologies that were developed based on CGI that enhances the location precision: Cell Global Identity with Timing Advance (CGI+TA), Enhanced CGI (E-CGI), Cell ID for WCDMA, Uplink Time Difference Of Arrival (U-TDOA) and Any Time Interrogation (ATI), and the high accuracy terminal based method Assisted Global Positioning System (A-GPS) (reference Wikipedia).

In simple words it is an identifier of a Cell with complete information like CellID + LAC + MCC+NCC etc

Note: CGI is unique for individual cell in any network. Duplication of CGI can only happen if cell is reparented.

The base station identity code (BSIC) is a truncated form of cell identity used on the synchronization channel in GSM cellular networks. The BSIC is 6 bits in length and composed of a 3-bit network color code (NCC) and a 3-bit base-station color code (BCC). The NCC is normally assigned by a national or international regulatory authority and the BCC is assigned by the network operator.
    (Reference wikipedia).

In simple words BSIC is only defined in GSM technology. Mobile Handset doesn't actually know which CGI is serving it, infact it identifies the cell with the combination of Frequency and BSIC.

    Hope it helps , thanks

    Roles of BSIC

    1. When MS received the SCH, it is cosidered to hace syncronized with the cell. But in order to correctly translate the information on the downlink common signalling ch, the MS must be aware of the training sequence code (TSC) used by the common signalling channel. The TSC used by the common signalling ch of each cell is determined by the BCC. So one of the function of the BSIC is to inform the MS the TSC used by the common siganlling ch of the cell
