I will try to answer your question using an example.

You have rep power = 1 and I have rep power = 3. If you add rep to someone, his/her rep will be increased 1 and if I add rep to the same member, his/her rep will be increased 3. CMIIW. I don't know how it can be obtained. Ask the admin.

"Add to *username* reputation"?
No, it increases just his/her reputation but not Rep Power.

Reputation power depends on how long you have registered ,how many posts you have and how many reputation you have.
for example:
For every 365 number of days, users gain 1 point of reputation-altering power.
For every 300 number of posts, users gain 1 point of reputation-altering power.
For every 200points of reputation, users gain 1 point of reputation-altering power.

But sometimes a registered use got a reputation power of 1 or even more and still didnt satisfy what you previously mentioned ( i.e reputation points, number of posts or even time registered) ?

is there any other factor ?
