layerthr parameter to aggresive, usually by reduce this value (from 92 to 85) and review layerthr histerisis

Dear
it depend on you parameter setting both in idle mode and dedicate mode as it seems you want to have all traffic to be pushed on DCS as the main reason for DCS is capacity handling so if you want to have trade off with 900 you have to review you r parameter setting both for Idle mode and dedicate mode.
