Yes, INTER PLMN is possible

1. GSM (PLMN 1) <--> UMTS (PLMN 2)
2. UMTS (PLMN 1) <--> UMTS (PLMN 2)
3. GSM (PLMN 1) <--> GSM (PLMN 2)

Note : Apart from this other PLMN could be defined as EPLMN and the first one can be defined as home. This information you can check in LAU and RAU accept messages.
