it is proxy dll. all call from the flexlm target to this dll is forward to original dll in <drive>:\%systemroot%\system32\netapi32.dll
but have some stuff on this proxy-board for patching flexlm or change public keys for the license verify and checkout it.

Searched on google and Yandex before asking this question here. Almost nothing was found at all. Maybe I searched with wrong key words which were netapi, flexlm, ssq etc.
