    Pre-allocation indeed will decrease latency, but might affect uplink capacity. You could try enabling it in low to mid traffic load sites only.

    Please note that if your latency during ping tests is high, it is unlikely pre-allocation will help you too much. If your latency is above 300~400 ms it is possible the issue is due to severe air interface congestion or, more commonly, transport.
