Very helpful. In addition to what you said,it was very easy for me to create TAC boundaries using voronoi and dissolve plugin. TAC issues are mostly due to coordinate. Probably the coordinate was interswitch between longitude and latitude. Once you identify the TAC with issue,you can use "coordinate capture" plugin to know the correct coordinate

as some others said, TAC boundaries can using the data from the raw coordination, it is mostly possible the different coodrination you used, you can try fix the longitude and latitude twice, hope you can identify the issue of TAC problems, anyway correct the right coordination first.

Using voronoi and dissolve in qgis, it is easier to create TAC boundaries.
