Default Shift from U2100 to U900 on poor RSCP/EcNo

    Dears,

I have recently done a RF replan on a Huawei cluster with U900 and U2100 carriers. The coverage is now almost balanced on both bands in collocated sites. I have however noticed from DT that the UE stays on U2100 even when the RSCP is very poor, both in idle and dedicated modes. How can I make the UE shift to U900 a bit earlier before the RSCP and EcNo degrade too much using parameters?

Also, Rel99 traffic has increased and I'd like to keep it lower, how can I achieve this with parameters?

    Thanks in advance

CPICH setting, Idle offset 2SN , connected mode offset 2SN, this will shift traffic to U900. U900 CPICH should also be higher than U2100 and the offset should favor U900 + wise, -wise on U2100 relation
