Is it recommended to activate the HO_HHO_WITH_INTRA_FREQ_MR_SWITCH under UCORRMALGOSWITCH (at RNC level)?
what are the counters to follow up after its activation?

well according to documentation it will increase inter-freq HHO success rate and decrease CDR.
You can trial it and check the SSR and CDR KPIs. Sending periodic measurements will increase the messages in the air interface that can be a downside but not a big one to impact.
