can any one please share me how to configure the BA list or MAIO in 2G network.

You could use the below commands to configure the Active and IDLE BA List in GSM.
RLMFC:CELL=cell,MBCCHNO=mbcchno...[,LISTTYPE=listtype]

[,MRNIC];

For Adding MAIO

RLCHC:CELL=cell[,CHGR=chgr]+[,HOP=hop][,HSN=hsn][,MAIO=maio...]
