We use a signal recording application and drive test regions of concern. In ATOLL you can tune the propagation model with drive test data.
You can probably take a similar approach with crowdsourced signal data, regardless of the source.

Major issue is no-repeatability of data as you would like granularity of one and data that would provide you same situation (same cell,same traffic volume and classes) so you could compare time instances and do the optimization. It is more, in my case, to get users heat map and less doing optimization on these data. You could find more data in a core network that could be used to build virtual drive test data and to use it for optimization.
Already have experienced using both Tutela and Ookla .
But I think we have more information about Ookla available.
