I have some question about handover:

1. Do MS or BSC make decision for handover?
2. Do MS (BSC) make decision due to measurement BSIC, BCCH & RxLev?
3. And how does it makes decision that these cells are in its neighbour list?
4. if you want, please put addition informaton

Handover is triggering by BSC through the measurement which already MS give it to BSC on the basis of measured RX level for six strongest cells, and the decision for which to make HO is come from the output of measurement and compared the decoded BCCH with the BA list in the system configured for each cells.

2. And in Idle mode the MS takes into account any defined list (for reselection, I don't mean CRO) or defined list (neighbour list) is for only dedicated mode?

BA List is BCCH allocation list which contain the define neighbor BCCHs which transmit on BCCH in idle mode and in dedicated transmit on SACCH.

1- only bsc is responsible for ho
2- MS is reporting measurement on SACCH BSC is making decision according to Rxlev and Rxqual and also Timing advance or better celle or coverage
3- it make decision about the neighbourg cell according to best cell ranking, permitted cell cell hierarchy for heirarchical celle structure congetion on a cell...
