LTE module not sending enough measurements

HEllo Folks

I am working on a mPCIE LTE module for indutrial apoplication. we are having many issues with the handovers using this.

I am not seeing many measurement reports from the module it self, although periodic measurmeents are enabled. i tested it on a bench with another device along other device was sending measurments reports at many intervals but this Telit LM940 is not. Any one having experience with this kind of situation?

I can see that the module is spilling DM msgs on DT tool. but the signalling msgs is what that are not contnious.
