ANR add relations with other Operators & countries
Dears,
We have noticed that Iner-rat ANR sometimes add Relations with other Operators & even with other countries too
Have you noticed this before?
How to control this issue?

In Huawei you have an option in ANR to blacklist PLMN

Hi!
ANR adds neighbor relationships with other operators if a third-party operator uses the same channels (frequencies) and PCI that match the channels (frequencies) and PCI on your network. It is necessary to add these relations of neighbors to the Black List.
This is observed in our network when there is a good transmission of radio waves from mobile operators geographically remote over a long distance.

Perhaps, if there is no coordination and control, the use of EARFCN and PCI in the case of LTE. Domestically, this issue is settled for operators. with neighboring states, in the border areas such an incident may arise, even if there is an agreement on the use of channels, permissible power, identifiers, etc.
