Inter-Rat Handover from 2G to 3G

-Have you ever work in network that deploy CS Inter-Rat Handover from 2G to 3G?
-What's the Success Rate Percentage %?
-In case of Terminals supporting GSM Only, will these UEs cause handover failures/ Rejections?

3. UEs dont cause handover failure, because radiomodule dont make measurments of 3G network, so dont try to handover to it. but if your 2g coverage ends, this tipe of users will lost network, because their UEs cant see 3G

What's the Success Rate Percentage %? - can you say what counter do you interested in, i find only per Cell, and summary KPI over 97%
