    PUCCH and PUSCH SINR are both mainly affected by interference. If you want to improve them, there is a possibility to switch to IRC from MRC (or enable adaptive switching between MRC and IRC). Other ways to improve the uplink SINR is 4-way or 8-way diversity (with 4R or 8R antennas) and uplink multi-user mimo. Of course proper planning and sectorization first.

    Agree with this, if you have 4Rx deployed you should go for 4 way IRC to better deal with high UL noise or high interference.
    You don't deal with PUCCH/PUSCH SINR unless you do Differential UL Power Control which is SINR based power control otherwise it's Pzero based. I would recommend to tune your alpha to apply fraction power control (1 to 0.8) and Pzeros to better adapt the UL environment, also reduce your cell coverage/over shooters if your average UL RSSI is high not related to external interference.
