Sentinel RMS Decode_Recode 4.0 and Sentinel RMS Decode_Recode 5.0 is not suitable for license regeneration for etabs.v19.
To Create A License for csi.etabs.v19, Use The Following Tools:

Just place it with lsdecode.exe file. Run "lsdecode.exe -s <license_file> and see the CodeT structure in console window.

I did the same but did not see any change!

Tested on w8.1 x64 and w7sp1 x64. May be not work on w10 - winmm.dll loaded from %systemroot%\system32 only.
