UECapRprtAbnormalCtrlSwitch: If this option is selected, the eNodeB performs differentiated handling on UEs with defects in capability reporting and reduces the service drop rate. If this option is deselected, such UEs have to experience handover failures and service drops.

Some specific UE have problems or don't send capability info resulting in drops, opening this switch the eNodeB handles them and you improve your QOS for these type of UEs.
It is not about throughput but about access and specially HO as it is said.
Tested and helped in my network.

You can check the CHR logs on a eNodeB and look starting from this counter L.E-RAB.AbnormRel.HOFailure as it is an indicator of HO abnormal releases that can come as a result from this type of error you can see in LTE CHR: UEM_UECNT_REL_HO_OUT_PREP_INFO_ENCODE_FAIL.
If this error is present in your CHR you have problems with some specific UE who fail to send capinfo during HO(X2 etc).
After checking one CHR of a number you can see that the error in the UEM_RrcMsgHoPrepInfo: Radio UeCap Present is not exists (well eRan FMA developers needs some english lessons ).
In order to avoid this type of HO drop you need to open this switch as described in the switch description.
So:
Check the the counter of L.E-RAB.AbnormRel.HOFailure.
Check CHR logs from eNodeB brdlog(composite log) by error cause.
Find the error UEM_UECNT_REL_HO_OUT_PREP_INFO_ENCODE_FAIL
Check the user CHR log and find the error UEM_RrcMsgHoPrepInfo: Radio UeCap( right click on CHR logs)
And you finished your analyze of this type of optimization issue(attached can see the pics of errors in CHR logs).
