As an operator you define geographic areas (collection of cells) that share the same Routing Area Code (RAC).

This RAC is broadcasted in the System Information messages.

When the UE/MS detects it has entered a new Routing Area (RA) it will perform a Routing Area Update (RAU) to inform the network (the SGSN essentially) that this has occurred.

The reason for all of this is to limit the PS paging to a specific area in case the SGSN needs to contact the UE/MS.

RAU will also be performed after the routing area update timer has expired at periodic intervals (again set by the operator).
