3G ==> LTE Fast return

hello dear
For 3G ==> LTE Fast return compare with normal fast return, using base RSCP and LTE RSRP ,please someone can share with us the benefit and disadvantage for the below startegy and which strategy is better to use

hi,
using rsrp:
advantages - prevent camping at bad LTE cell that can cause unreachable of LTE user and etc.
disadvantages - take long time compared to other method;

using rscp - fastest, but UE may camp to poor LTE cell;
