Actix formula for pilot pollotion

Salam,

We want to add a new pilot pollution event in actix but we need the formula corresponding to the event described bellow

Pilot pollution is identified if the difference in Ec/N0 of the strongest active set and monitored set is less than 3db .

The RSCP of all cells in active set and monitored set is more than -85 DBM .
