UE addressing in UMTS RRC connection setup procedure

Hi friends

UE identified by Initial UE identity IE in RRC connection request and RRC connection setup message
but i don't know how RNC distinguish UEs when received RRC connection setup complete message.
could you pls explain this case?

By then the UE is using a dedicated channel so the RNC knows that UE with identity X is using DPCH SF128,5 for example.
