    Default Flexi Cell Locked

    I am commissioning a LTE Flexi enodeB with a FSMF and a FRIE radio. I commision for 3 cells;
    Cell 1: ANT 1 Tx/RX,ANT 2 Rx
    Cell 2: ANT 3 Tx/RX,ANT 4 Rx
    Cell 3: ANT 5 Tx/RX,ANT 6 Rx

    Cells 2 and 3 come up as locked and I cannot unlock them.

    Any idea why?
