PS HO 3G to 4G Problem HELP!!!!

Hi experts,

Scenario: I have problem when UE is connected to the 3G (any carries) and it has a data session, then UE doesn't do ps ho to 4G. therefore, UE keeps it at 3G a lot time.

Vendor: Huawei RAN 16 / eRAN 7.0 3900 Series.

Have you enabled fast return on UMTS when doing CSFB?

Do a DT and check if events are triggered or not. Also you can do at the same time WCDMA debug mode test(or just signaling from RNC) and LTE S1 interface trace to check handover command sent to eNB by MME(EPC). Follow the flow down here to check the problem.
Questions:

Did it ever worked before? if yes go compare with CME the cells and e/Nodebs to see the difference in configurations between each other.
If NOT- do the troubleshooting below to see where it stuck and also can do it with your Core guys to see their messages also.

Also check if PSHO is implemented as it should and rab index from 41 to 100 is "permit PS ho to LTE".
