CHR registration fail

Huawei WCDMA we are facing lot of registration failure errors with error HO update timer expired.
Default value is 5 sec for HO set update timer.

Even after increasing to 8 sec no improvement. Is there any optimal value.
Is there will be any impact in resource usage if we increase beyond 10 sec.
