Before the Flexible Dual Carrier HSDPA feature was introduced, one carrier could belong to only one group. Current condition, F1 & F2 belong to one DC HSDPA group while F3 still SC (single cell) HSDPA. This condition will cause lower throughput when UE served by F3 than F1 & F2. With introduction of the Flexible Dual Carrier HSDPA feature, inter-frequency co-coverage cells that meet certain requirements can form a multi-carrier cell group, and cells in the multi-carrier cell group work in resource pool mode.
The RNC dynamically selects cells from the group based on HSPA+ technical satisfaction, service requirements, and network load to construct DC-HSDPA groups for different UEs to fulfill their service requirements
