hello,

this counter means that user has been commanded to go to the target GSM cell but it fails to seize ther targeted gsm TS and user came back to old 3G ommand and ith means already resources are allocated in target cell
probably something is wrong in target cell for exampler there is a faulty TRX or frequency plan issue pr synvhronization problem.
you need to check the performance of gsm cell
does it happen for all targeted gsm cells or it happens for specific cells ?
