how to solve UE fail in HSPA accessibility
Hi,
at our network (Nokia RU40) the most of rejection (fail) are coming (in number) fro UE fail for both hsdpa and hsupa selection.
can anyone help me resolve this situation ?

In my network(NSN RU40) i found way with disabling DRRC and layering, if UE failures in 2-nd or 3rd carriers - HSDPALayeringCommonChEnabled=0, DirectedRRCForHSDPALayerEnabled=0

but how to make traffic balance between layers ( 2100 F1 and F2) ?, if i use HSPA capa I will introduce more UL interference (RTWP) due to CM

From F1 to F2,F3 DRRC and layering will still work, so if N of users will be more on F2, mechanism will not direct users any more. If you will still have unbalance, you can use CellWeightForHSDPALayering.
By the way, 1 more finding with UE failures - sometimes while adding new neighbor also bringing UE fail, when N of total neighbors somehow became more on cell. here we just remove exceeding neighbors and sometimes it's the cause.

in my case i have seen that UE failures happened mainly on F2 and F3. so i kept DRRC+layering on F1(F1->F2,F3 works) and disabled on F2,F3(F2,F3->F1 doesn't work)
