qsearch_I & fdd_Qoffset

Dear Experts,

Please support, does fdd_Qoffset having meaning when qsearch_I=7 (always select a cell if acceptable)

condition to measure wcdma cells is CPICH RSCP>RLA_C+fdd_Qoffset so if qsearch_I=7 CPICH RSCP always not > than RLA_C, in this case no need to consider fdd_Qoffset i m right???

QSearchI =7 then UE usually measure 3G cells and select one of them only if:
1. Cpich RSCP >= GSM RSSi + FddQoffset,
2. CPich EcNo >= FDDQmin
if FddQoffset = 0 then only the second rule is applicable (FDDQmin)
