2G KPIs Improvement after 100% HR implementation in Network

Hi Experts,

I am working on Huawei 2G/3G Ran15 network. Normally we have AMR-FR 80% enabled on most of the cells. During some event days we implement 100 % Amr HR in the network. If we the compare the normal traffic days, we are observing severe KPIs improvement in our network when we implement 100% Amr-HR in the network with the same traffic. We are using PC3 and HOSR algo 2, PC3 settings are also same for both AMR HR and FR. Is it a normal behavior or is there something which we can do to achieve similar KPIs when AMR-FR 80% is implemented.
Following KPIs shows severe improvement:
CDR (change from 0.60 % (80% AMR FR) to 0.50 % (100 % AMR-HR))
HOSR
Downlink and UL Quality
