IUB transport congestion NSN

Hi, can you tell me the counter name or how do you verify if WBTS limit in IUB transport capacity?
I have M568C1 - IN_DATA_IP_ROUTE and M568C0 - OUT_DATA_IP_ROUTE but I don't know if show me the true...
ex: a wbts have iub transport 20 Mb and from IN_DATA_IP_ROUTE/OUT_DATA_IP_ROUTE at raw level the max peak is 12 Mbps but SETUP_FAIL_IUB_HS_TOTAL_BGR increase very much after HSUPA activated...

IN & OUT is a Download & Upload Data, you should start to check the IuB Utill for the site & cross check with the actual physical BW,
