Question Huawei - Allocate OL Channel Based on RX Level

    Hi Dears,
I am working on a Huawei Feature "Allocate OL Channel Based on RX Level" which is used to decide on which layer assignment should be made. But i cannot find the details of this switch. Can you help with this feature, how this exactly works.

When i enabled this switch in my network congestion was being observed, after reversion TCH blocking came back to it's normal trend.

    Many thanks in advance.

    Description available for this switch:
When this parameter is set to "ON" and the level of the channel request received by the BSC is low, the BSC assigns only an underlaid channel to the MS. In the case of heavy traffic, this may lead to congestion in the underlaid subcell but can prevent call drops due to the excessively low level when the MS accesses an overlaid channel.

Sorry for slightly vague question. This feature is in huawei 2g. I have checked for its documentation on support website also but no fruitful information was found.

    Your kind help is required.
