HS Throughput NSN increase

Need help from experts:
Onne NSN RNC is having 95 sites(Node-B) and 1600 subscribers; network is designed with 3.6Mbps max thruput.
What additional changes to be done at radio end for these many subscribers and sites to get throughput of 5.4 Mbps. RNC loading 80% & throughput licenses 1200 Mb. AMR erlng loading 10%.
