how to set IFHO as preferable Ho in border cells

thanks to close this thread , because we can't as it's the same threshold for both IFHO ans ISHO and IFHO is set to Ue to be scanned first , thanks

In nokia , but i don't know how this work on E******* or huawei networks , any one have idea how IFHO and ISHO works on E******* and Huawei can explain us
