LOC power in Huawei BTS

Hello:
I have one doubt about the LOC BTSRXUTC command, I've been working with Huawei equipments for several years and I've never use this command at all, just set the TRX power in GTRDEV command and thats all, but now Im in a new project and appart from the power settings in the GTRXDEV we use this LOC BTSRXUTC command.
My question is: does anybody knows if the value is a lineal value?, lets say for example one TRX the power in GTRXDEV is 13 then we set in LOC BTSRXUTC 1300 two TRX 2600 and so on...or do we have to take into account another values??
(the value we set there is based in a formula, that I dont understand at all)
