Ask your transmission team to check nodeB connectivity to router most probably there is miss-configuration.

Check if SCTP parameters match in both sides RNC/ NodeB (SCTP MO)

hi, get the history log first using command "lgaeosv -m 1d" both in RNC and RBS.
And in RNC type "lk iub.*(name_of_Iub)" to see which MO's are DISABLED.
