NO IRAT 3G2G HO in one RNC

Hi expert , In one RNC I have no IRAT HO 3G2G, could you please tell me wich parameter should I check?

Thinking that IRAT parameters are set OK, also check (if no 3G/2G requests..), check you neighbors list, as maybe corrupted ?

RNC ask to pass in compressed mode but RNC don't send RRC handover ! what's is exactly parameters to check ?

compare current not working RNC's parameter with the rest of working RNCs (do true/false in excel)
also target BSCs with the rest of functioning BSCs.

Check your definitions of external cells, maybe MSC/SGSN data like LAI/RAI if they are right, check LAC definition of both cells in order to see if they're right, maybe you need to check if IRAT is enabled, We have 3G HUAWEI equipment and 2G E******* BTSs, in HUAWEI there is a parameter definition for IRAT HO, enable/disable, if 2G is E******* check RLUMP & RLSUP, mainly the first one. Do the UEs report candidate cells in the target RAT? What about the minimum thresholds in the target RAT?
