Change Subscriber access Class

Can you tell me how to change the subscriber Assess Class from the HLR or MSC? I would like to change the class of my data SIM Test in order to put it in High Priority.

The AC value 1-15 is defined directly in the SIM. I don't think is somethink that you can change in the HLR ..
