    coverage can impact RRC retransmissions, until initial access, this is one way that the setup time is affected

    Yes. Weak UL coverage or quality means you may have delays in having your RACH received. Then the RRC may need to be retransmitted if ACK is not received by the network. You could even drop your RRC and have to re-establish it. Once the RRC is setup, the RAB should be ok but there can be delays due to coverage in call setup time.

    Hi,

    Of course coverage has an impact on Call Setup time. If coverage is low, then there may be repeated paging attempts to locate subscriber (as per AT, INT parameters defined in MSS). This would result in longer call setup time.
