there is a need to disable the authentication procedure at Inter-SGSN RAU while having ciphering turned on in 2G.

Huawei SGSNs.

Does anyone have experience in this matter?
We disabled authentication in SET GMM, but still, traces show that AUTHENTICATION AND CIPHERING REQUEST / RESPONSE are exchanged.
