Reporting Range is a event trigger parameter, defined by cell for the events 1A & 1B

How it works:
When in dedicated mode, the UE is receiving this parameter in the control measurement message from RNC, based on this and on monitored measure (most cases EcNo) of neighboring cell, the UE may report the neighbor for addition or deletion from the activeSet.
The EcNo of the neighbor must be better enough then the EcNo of the serving cell + the reporting range to be reported by the UE in event1A for addition.
We say for example:
a neighbor cell has entered the reporting range for event 1A, means that the neighbor cell has fulfilled the criteria to be reported by the UE for addition
a neighbor cell has leaved the reporting range (event 1B),means that the neighbor cell does not fulfill the criteria any more to be in active set and will be reported by the UE in event 1B to be removed from active set.
Reporting range applies only for events 1A & 1B
