    Default Failed Incoming External handovers

    Dears,

    I've cell where all incoming External handover requests are failed "from all source cells"
    while External Definitions are correct

    What could the cause of this issue?

    How about handover parameters? are they aligned correctly? congestion on neighboring cells?
