actix can't run,why?

I have one lservrc file,it is maked by Sentinel RMS Development Kit 8.0.6,I copy the lservrc to C:\Documents and Settings\All Users\Application Data\Actix\Analyzer\Bin,but the actix software(4.05.176.859) can't run,and the CPU is used 100%.
why......?

y r u trying this version, there is latest version of ACTIX available, try FEB 2009 RELEASE.
