Hi,

By border do you mean Inter-MSC or PLMN Border?

In Inter-MSC Border areas, TCH, SDCCH congestion/drops should be less. There should be any high signaling load. And moreover the Inter-MSC Border should be designed by RF team in such a way that it should be near any congestion places like Bus stations, Train stations Airports etc where there is movement of huge number of susbcribers.
