HOSR in NOKIA System

I have some question need everybody explain for me.

In Nokia system when I change paramter BCCH Allocation Usage For Active MS from ADJ into IDLE and add BA LIST by Manual .The result is HOSR, HISR better(change From 96% to 98%).
