Priority based Inter-RAT Cell reselection

Dear Experts,
What are the pros & Cons for priority based cell reselections between GSM & 3G. Should we use priority based cell reselection for GSM/WCDMA system or only where LTE is also involved?


Also if some can explain below mentioned parameters:

1. THRUTRANHIGH & THRUTRANLOW
2. THREUTRANHIGH & THREUTRANLOW


In my opinon 1st parameters should take affect for GSM to 3G cell reselction(although it is mentioned as GSM/LTE cell reselection parameters in Hedex) whereas the 2nd ones are for GSM/LTE reselection.
