RNC throughput

Dears I have conflict HSDPA throughput.
Yesterday we changed per user speed from HLR. Before it was 3Mbps now it 20Mbps.

After the changes, RNC max throughput reached 270Mbps and it was before 240Mbps. in the SGSN total throughput before it was 200Mbps and increased only 3Mbps. Also total outgoing throughput at maximum reach 203Mbps. Is it normal? What is difference between these throughputs?

It is worth keeping in mind that Throughput at different interfaces includes headers of different layers. So there is no conflict if throughput is different.
